Meaning, significance of Political Theory
Political Theory is the systematic study of ideas, concepts and principles that explain political phenomena and guide political action. It provides a normative framework to evaluate political institutions, practices and values such as liberty, equality and justice. Classical political theory was largely philosophical and normative, focusing on ideal states and moral principles. Modern political theory, especially after the behavioral revolution, emphasized empirical, scientific and value-neutral analysis. However, post-behavioralism reasserted the importance of values and relevance in political analysis, arguing that theory must address real social problems.

Traditional & Modern approaches
The state is a politically organized community living within a defined territory, possessing an organized government and sovereignty. According to Max Weber, the state is a human community that successfully claims the monopoly of legitimate use of physical force within a given territory. The state evolved historically from kinship-based societies to modern nation-states through processes like war, administration and economic integration. Theories of the state include the liberal view of the state as a neutral arbiter, the Marxist view of the state as an instrument of class domination, and the pluralist view which sees the state as a balance among competing interests.

Normative vs Empirical theory
Liberty refers to the absence of constraints on individual freedom and the presence of conditions necessary for self-development. Isaiah Berlin distinguished between negative liberty, which means freedom from external interference, and positive liberty, which refers to the ability to be one’s own master. While negative liberty emphasizes limited state interference, positive liberty justifies state action to create social and economic conditions for meaningful freedom. In modern welfare states, liberty is increasingly viewed in a positive sense, linked with education, health and economic security.

Behavioralism, Post-behavioralism
Equality signifies the absence of unjust discrimination and the presence of equal opportunities for all individuals. Political equality ensures equal voting rights, social equality seeks to remove social hierarchies, and economic equality aims at reducing disparities of wealth and income. Modern democratic states emphasize equality of opportunity rather than absolute equality. Thinkers like Rawls argue for distributive justice to benefit the least advantaged, while critics warn against excessive state intervention undermining liberty.
